Fog is simply a cloud close to Earths surface. Fog is composed of ice or water and is in close proximity to the surface so that visibility is sometimes severely restricted. If the fog restricts visibility to 1000 meters or less, it is definitely considered a fog. If the visibility is greater than 1000 meters, it is instead called a mist.
